Yeah, i know there are some LR3/4 threads on this, but i solved mine a little differently. My actuator was firing, but the tailgate (glass top) would not open. I went through the "open up the carpet panel while inside the truck" solution, then popped the gate down and pulled the actuator. It appeared to be fine electrically, and it is the newer "L Shaped" Varietal that does not have the "popped out of the actuator sleeve" problem. so i put all that back and took a look at the Latching mechanism. That appeared to be sticky, causing it not to fully open when actuated.
GREASE! And a little lube on the actuator cable.
And the problem was solved. took a while for the grease to work it's way into the mechanism, but after that, no issues.
Anyway, don't forget to grease that area...at 72K miles, mine was stuck...
