Engine Replacement 99 RR, GEMS 4.0-engine "red lines"

Just replaced the engine in my 99 Range Rover. The engine runs perfectly at idle, but red lines after you reach about 2800 rpm,

Does this sound like a mass air flow sensor problem or a problem with the o2 sensors?
