TSB not covered?

Am I out of my mind thinking that TSBs are covered outside of the factory warranty?!

My rig is at the dealer for a last check before my extended warranty is up and there are a couple items that need fixing but have TSBs: transmission heat shield rattle and P0089-64 stored PCM update. They want to charge $500 for the PCM update, and $700 for the heat shield!

They are saying TSBs don’t apply when out of warranty, and that my extended warranty won’t cover it either.

What the hell?!?!

TSBs are a recommendation.
They are only covered under the factory warranty.
Only recalls are covered, outside of the warranty period.

TSBs generally won't be gratis outside of the warranty period but dealer may goodwill some/all of it if you've been a good customer.
The O2 sensors (and some other specific emissions devices) are federally required to be warranted for 8 years / 80 k.

Anybody have any experience with a tune and a PCM update; @Fuji4 maybe? I flashed back to baseline before taking it to the dealer; can I flash the tune back or do I need to have the ‘new’ baseline tuned before reflashing?

Update for anyone in the future: I did have to get an updated tune after the PCM update.

If you have an update you can try and flash your tune back; you will receive an error if the new update is not the same ‘base file’ as your tune. In that event just clear the handheld device via the VAP program, and re-read the new file from the vehicle. VAP will update the tune for free to match the new base file.
