The ladder is easy to do yourself, takes about an hour or two. You have to pull off the inner door trim and rubber gastketing, and unbolt the license plate holder. Then slide on the ladder, bolt it back together, and pop the panel back on, snap in the rubber gasketing and you are done. I wrote an installation guide a while back, but may have lost it in the great computer crash of `08. I won't be home near that machine until later this week, but if I find it, I'll post it as a PDF on my website.
The snorkel is a bit harder, because you have to drill three holes, two in the sheet metal, one into the a-pillar. It's not hard, but takes courage.
The ladder is about $400 or so, and the Snorkle is around the same. So you are looking at about $700 minimum for labor in that quote. I'm reasonably confident an Independent repair shop can do both in about 3 hours total. That would save you a few hundred bucks. The warranty on LR Genuine KIT stuff does not require dealer installation, and you can download the directions yourself free on the GTR website, should your parts not have them for some reason.
For stuff like this, do it yourself or go independent. Dealers just have too much overhead that factors into their cost.
