With enough money anything is possible. I would highly recommend either taking it out of the city if possible otherwise parking it may be the cheapest option.
I would have your battery tested, then if you can get it to start, have the alternator tested. Normally with Rovers as most Euro Vehicles, batteries can cause some very odd issues.

ABS is crap in the D1 and I removed the fuse from mine when I had it and the light bulb. With 200k unless it runs and drives very good I wouldn't spend more than $2000 on it and that is high.
