sticking oil pressure relief plunger

On a 95 D1 with a factory crate 4.6 motor with new timing chest cover assembly complete with new oil pump and oil relief assembly with distributor, motor has 42K miles w/2,800 mile oil changes. New rocker assembly also installed.
I installed a oil pressure gauge and pre-oiler on day one on new motor.
It is now acting like the oil pressure relief plunger isn't closing completely as the pre-oiler doesn't go to it's normal 26 psi, oil pressure will drop to 30 psi when dragging clutch at idle down to 500 rpm's. Before it was solid at 48 psi down below 400 rpm's until stalling the motor. Motor has never been over heated.

Questions;
Is this a common problem area of a sticking plunger?
What is the cure for this problem?
I'm thinking of removing the plunger, press onto a tapered wood dowel to spin in the drill press then polish with 1,500 grit sand paper.
Any tips or other ideas?
