Rear brake light, having a issue with the rear light not working. The circuit board seems good, the bulb is fine.

I can't seem to figure out why I only have one brake light working in my 05 l322. The circuit board works when I put 12 volts to it when out of the car. The harness produces power to each pin. So why isn't it working? Was told the brake switch could be bad only sending enough power to turn one brake light on. But why not the third brake light or both. Something is up. Has anyone else had a problem with everything being fine but not working
