Actually some of LED lights for fog lights are designed to work as running lights, meaning that they look very sharp from the outside but don't produce the light projection. The link I posted above shows the new type of led bulbs that are designed to actually light up the road .
Here's an example of the bulb specs:
Light Intensity: 6500lm, per two bulbs
Color Temperature: 6500K

A halogen projector housing is designed specifically around the type and shape of light that a halogen bulb projects. An LED does not project this type and shape of light, and therefore using an LED in a halogen housing is like trying to see better by using somebody else's eyeglasses.
