Welcome to the forum. Like any high end vehicle or SUV reliability can depend a lot on how well the previous owner maintained it. All models of all high end vehicles can and will have lemons. Rovers are no more or no less reliable than any other vehicle.
I was just down at my friend Nathans...
Rubbing when turning will the be biggest issue. The lifts will make it more aesthetically pleasing.
Nothing wrong with adjusting the EAS with long term. I make and sell lift sets in 1.5 and 2.5 inch, tested with daily use for over a year before we sold them, no issues.

Honestly if you fix the issues you could get $6k out of it with those miles. With the items needing fix and unless you know the head gaskets have been replaced maybe $3k. I know the 2004's are selling for dumb money with low mileage.
Changing out the steering wheel can take a while more than 30 minutes, plus most shops will not do this because the air bag will require to be replaced if it is over 10 years old. So for liability reasons you will be looking at several grand to replace your steering wheel at a shop.
You should be able to reset it by rolling it down and holding the button for 10 seconds, then roll it up and hold for 10 seconds, if I remember correctly.
