This is probably going to be one of the little plastic gears are broken or the window has come off the track.
Welcome to the forum. If it is using/losing coolant I would have it checked. Rovers do not do well when overheated. It can be water pump or a leak or worse a head gasket.
Belt if they are original belts change them, but it could be getting wet from the water pump... maybe both are related.
First, welcome to the forum. Second, Without seeing any Error codes or having any other info it is very hard to diagnose, mileage, error codes, any other maintenance performed, why were the valves changed?
Some parts are hard to find, but you may be able to get a used part. Call or email Nathan (he is in my signature) he may be able to find a part for you.
I would check corrosion at the fuse block, that is where the fan wire comes from and normally causes this issue. I have made more than one bypass wire for this issue. (fused of course)
I know corrosion can get into the wiring harness on the passenger side footwell that will cause some very fun electrical issues. A hard reset isn't going to correct it if it is corrosion or a bad connection.
Check grounds as well. I would also check to make sure you don't have sunroof drains leaking on to the electricals under the dash. 90% of issues I have round in Rovers is due to power issues.
I am sure you can eventually find the disc, but you would be better off buying a cell phone mount and use it, heck even a second cell phone just for maps would be a better option. Or even find an upgrade for the radio to apple car play/Android Auto.

Not sure about your area, but here in Cincinnati I have a mobile locksmith that specializes in Key Fobs and such. Cost of key plus $50 and you are out the door. I would look in the larger cities near you and plan a road trip.
