Tailgate latch

Went outside and opened my tailgate, when closing the top it didnt latch. It wont even fit flush against the bottom. It was about 14 degrees out but when I lock and unlock it, it doesn't even move like if it was frozen. Any advice?

Hope it's under warranty still. I had the same problem, dealer fix, for a common problem, covered under warranty.
