Radio and Nav issue only when interior of vehicle is cold

My 2008 LR3 radio and Navigation systems do not work when the vehicle is cold. Most, but not all days, once the interior of the car warms up the radio and Nav will turn on. But only when I turn off the car and restart it. During the summer it always works.

I assume it has something to do with the most connection on the amplifier. Has anyone been able to fix this by replacing the amp?
