I put my bumper on in Oct 2017, and even back then I had to wait several months to get my Summit bar since it came from Australia. I just worked with a local ARB dealer (Complete Off Road) to order it.
The vacuum method is super easy. Just buy this and have an air compressor handy. Very easy to use. I can drain the coolant and fill it back up in 5 minutes and never have any issues. I've never touched a single bleed point on my LR4.

Just take the lower radiator hose off and let it drain for awhile, then put the hose back on and use the vacuum refill tool to fill the system. It doesn't fully drain the system but it does fill it and keeps air out.
