stepper motor

In researching surging issues, I found that the stepper motor could be at fault so I removed it to clean it but was wondering if the cone shaped plunger could / should be able to be moved by hand back and forth. Mine is completely immovable.

No I don't think it should be moveable. You can pick up stepper motors for CHEAP if you search around the internet. I picked one up for $25 at Kragen so it was worth it to replace it IMO

The plunger will move by means of the ECU.
Have you cleaned all the carbon from the plunger as well as the hole it goes into, how about the t/body, have you cleaned it recently?
